Sam Clark advises clients in the public and private sectors with a focus on constitutional litigation and complex business litigation. He has successfully defended clients in state and federal courts.

Sam’s practice is powered by his experiences practicing law and politics at the highest levels. Those experiences have sharpened his ability to provide an insider’s view of how laws and regulations effect businesses and decision makers. 

Before rejoining Greene Espel in 2019, Sam served as the Saint Paul city attorney (2015-2018), where he led one of the largest public law offices in Minnesota as the city’s chief legal officer. In this role, he managed over 70 legal professionals providing comprehensive legal services to the mayor, council, and city departments. As the chief legal officer of a municipal corporation with over 3,000 employees and a $500 million annual budget, given full and complete control over the legal business of the city under the city charter, Sam was the final decision maker on a wide range of complex legal issues and lawsuits. He also worked as a senior staff member for U.S. Senator Amy Klobuchar (2012-2015), first as her counsel on the U.S. Senate Committee on the Judiciary and then as her state director.

Through his practice and public service, Sam has built a reputation as a leader in Minnesota’s legal and political communities. He has served as a trusted adviser for clients facing tough, high-stakes decisions and as an advocate with a unique ability to see the big picture and achieve positive results in all forms of legal disputes.

Beyond his practice, Sam serves as the vice chair of the board of directors at Ujamaa Place, a nonprofit focused on assisting young black men experiencing barriers to success such as unemployment, homelessness, drug use, racism, and frequent interactions with the criminal justice system.
